Export is an integral part of any country international trade. All countries import something into their territory. They import and send something – they export. Every year our contry produces a variety of goods for external markets. In 2021, the value of exported goods amounted to 288 billion EUR.

Despite the current situation, Ukraine remains a constant partner for cooperation. European Union is Ukrane’s largest trading partner and the Deep and Comprehensive Free Trade Area (DCFTA) has been applied since Januaru 1, 2016.

The geographical proximity of Poland is conductive to Polish – Ukrainian economic exchange.

Selling of goods to Ukraine is treated as export and has its own operating scenario, which in each export is adjusted to optimal logistics, minimizing of costs, ensuring proper transport conditions, meeting customer requirements and it must be confirmed by the competent customs authorities.

  • Due to the martial law in Ukraine and critical situation in this country, the sector of small, medium and sometimes large business on the local market has limited activity. In this situation Polish companies have the opportunity to support Ukrainian market with the necessary supplies – high quality Polish products and brands have a chance to achieve a high market position and find business partners.

Polish goods, which are most often exported to Ukraine

Goods from various sectors of the Polish economy are exported. In the largest amount, these are goods from food, construction, agricultural and chemical industries.

Food  salt, which is produced by Polish salt mines, is often exported product of food industry. We are partners with large Ukrainian salt trader Artem Salt. Food with long shelf life (canned food, pasta, mineral water, coffee) exported from Poland is also very popular in Ukraine.

It is not a secret that the demand for the export of building materials to Ukraine is increasing. MDF boards from Polish producers are the most popular. Our Customers also export cement, gypsum, sealer, bricks, ceramic bricks and refractory bricks. We transport all articles made of stone, gypsum and cement.

We offer freight and transhipment of used construction machines and parts for industrial machines. We also carry out rail transport of other automotive and agricultural machines and rails for them.

It should be noted, that we are one of forwarding companies which transports steel from Ukraine. ArcelorMittal Kryvyi Rih has been our regular Customer for several years. Our specialists have extensive experience in this kind of transport. It also allows us to transport reinforcing steel to Ukraine, which in most cases is transported trough Poland in customs transit.

These days there is a demand for seed export from Poland to Ukraine. Seeds exported from Poland are high quality agricultural and food products in accordance with the quality requirements of the Eeropean Union and have phytosanitary certificates for export.

In a large quantities from and through Poland are exported products from chemical industry. TSL Silesia offers freight and transhipment of road salt, the subjects of which is current not only in winter time. We export fertilizers to third countries, including Ukraine.

Currently we export various chemical products from NHM 38 chapter – sealers, paints, pigments.

It is also worth to remember, that Ukraine is a large agricultural country, where demand for seeds and fertilizers is always high. Especially now, while there military operations and not all Ukrainian seeds and fertilizers  manufacturers are able to continue their activity.

Currently, there is a chance for Polish entrepreneurs to increase export of products to Ukraine, taking into account the transport possibilities – there is a well-developed transhipment infrastructure close to border crossings and Ukraine has a dense railway network. This fact means, that transport of goods in wagons is possible in large quantities and over long distances – in fact throughout Ukraine.   

TSL Silesia cooperate directly with Ukrainian railway carriers, which allows our Customers to carry out transport including providing broad-gauge wagons for loading od cargo a tour reloading point. We have the ability to provide covered wagons, coal wagons and platforms.

Our rule is an individual approach to each transport and each Customer.

Taking into account location of the sender / recipient and the quantity of goods, we can organize a transport by road and rail. There is also an option of delivering goods in container. We often use two means of transport in one transport (multimodal transport) – we collect the cargo from the sender (manufacturer) by trucks, deliver it to reloading point and change the mean of transport to rail – then deliver cargo to Ukraine in wagons. All activities related to the providing of trucks, delivery of goods by road transport, reloading, providing of required type of wagon for reloading, preparation of all necessary documents and customs clearance – are the responsibility of TSL Silesia.

Hrubieszów (PL) – Izov (UA)

From Hrubieszow to west Poland (to Slawkow) leads Linia Hutnicza Szerokotorowa (LHS, Broad-gauge Metallurgical Line), that is 400km track section of width 1520mm.  We offer transhipment of paletized goods to/from covered wagons.

Medyka (PL) – Mościska (UA)

TSL Silesia has been present in Medyka since 2015 as a Customs Agency, serving the export and import markets of Poland and Ukraine. Reloading of bulk cargo and in big-bags from/to coal wagons.

Dorohusk (PL) – Jagodin (UA)

TSL Silesia has its office in Dorohusk as well. Transhipment of general cargo, steel, bulk cargo.

Along the entire length of the LHS there is a numerous transhipment infrastructure, including the TSL Silesia Reloading Point in Slawkow together with the Customs Agency.

TSL Silesia Customs Agency is located in Slawkow and has its branches on all rail border crossings with Ukraine: in Hrubieszow, Medyka and Dorohusk. We offer comprehensive customs clearance services in the export of goods to Ukraine, as well as transit declarations of goods to/from Ukraine through Poland.

The most important issues that can be encountered in the export of goods to Ukraine

In order to export goods to Ukraine, customs formalities related to the export of goods must be completed. Entrepreneurs from the EU must have an EORI number to clear goods. If the entrepreneur does not have an EORI number, we offer representation of the entrepreneur’s interests based on a power of attorney for TSL Silesia. For the export of goods, we must properly document the export and recieve an export confirmation. It i san important document for the partner from Ukraine who will carry out import clearance in his country.

Customs transit of goods – customs guarantees (T1/T2)

Transit is a customs procedure, which allows to transport goods under a customs supervision withouth the necesarry to pay fees (customs duties, excise duty, VAT and others). Customs formalities related to the transit of goods are initiated by submitting a customs declaration for the transit procedure. In road transport, it is mandatory to submit an electronic declaration to the NCTS system: T1 – for non-EU goods, T2 – for EU goods.  

Also at the reloading points, where we have our branches of Customs Agency, we have the ability to reload goods in transit. The transhipment procedure requires a place with a customs status of Approved Place and submitting a declaration to the Customs Office for transhipment of goods in transit. TSL Silesia hass uch a place in Slawkow.

Documents, which should be provided to make an export or carry out transhipment of goods in customs transit:

  • CMR/SMGS/CIM,
  • Movement Reference Number (MRN),
  • invoice or proforma invoice,
  • packing list,
  • certificate of origin,
  • if its necesarry – additional certificates.
