TSL Silesia branch in Slawkow – Reloading Point and Customs Agency

In 2023, TSL Silesia will celebrate its 20th anniversary. During these years, the company has gained valuable experience and trust, offering services at the highest level. The company’s offices are located in all coastal port cities, at the main border crossings with Ukraine and Belarus, as well as in Slawkow – the most western place reached by a broad-guage railway line. This is where TSL Silesia Reloading Point is located, as well as the headquarters of the Customs Agency.

TSL Silesia branch in Slawkow is a particulary significant facility from the point of view of the importer and exporter. The seat of the branch is located in one of the largest „dry ports” in Poland, on the Broad-Guage Metallurgical Line (LHS) in the Slawkow Reloading Terminal. The railway route in this place, running from the border in Hrubieszow, is connected to the North-South railway line. At the same time, it provides close access to the most important road transport channels leading by the A1, A4 motorways and the S1 expressway. Such a favorable locations with the simultaneous proximity of the Terminal to the most industrialized region of Poland – the Upper Silesian Industrial District – allows us to offer you the widest possible catalog of reloading, transport, forwarding and customs services.

Reloading Point – cargo handling

As part of the cargo handling in Slawkow, we offer reloading of goods in various relations, directly or with the use if storage (also in the Temporary Storage Warehouse).

  • loading and unloading of goods imported and exported by rail and road transport,
  • reloading of goods imported with broad-guage wagons to normal-guage wagons or trucks and vice versa,
  • loading and unloading of cargo to and from containers, including cargo securing and stowage.

We service goods both in import and export relations.

At the TSL Silesia Reloading Point, as of today, we offer to our Customers reloading to/from covered wagons – palletized goods and in big-bags. Goods should be properly prepared and secured for reloading. In the case of export, loading schemes are very useful – they will allow to assess how the goods should be loaded into the wagon to make the most of its surface and volume, minimize the amount of dunnage to secure the load, and shorten the time of the wagon’s stay under loading. It should be remembered that the staying of wagon on the tracks of the LHS Company is paid for each started hour.

The service performed at the Reloading Point in Slawkow is also the formation of containers (loading + securing for transport). Container can be delivered to the reloading point by the customer or TSL Silesia can offer comprehensive service – including delivery of goods to Slawkow, substitution of container for loading, transport to the port/container terminal and export to the destination.

Temporary Storage Warehouse and Approved Place

If it it not possible to make an effective customs declaration, the goods may be placed in a Temporary Storage Warehouse – a type of warehouse under customs supervision. The cargo is placed in the Temporary Storage Warehouse on the basis of Temporary Storage Declaration – DSK. Goods can be temporarily stored, withouth the need to pay customs duties for up to 90 days. Then, an effective customs declaration must be made or the goods should be moved to a Customs Warehouse. It should be remembered that storage in Temporary Storage Warehouse is paid – the owner of such a warhouse is obliged to secure the amount of customs tax and duties himself, therfore he is charged a fee for each day of storage.

An approved place is a place that the customs authorities have accepted and deemed fit for the purpose of declaring goods for customs clearance. Such places are usually separated and properly marked car parks, storage areas, ramps, yards. TSL Silesia has such approved places at the terminal in Slawkow.

Having an approved plase, there is no need to transport the goods to the Customs Office for clearance (both import and export) or to declare the goods to transit procedure – it is enough that the goods are in the designated approved place.

Customs clearance – export/import

Within the European Union, there is free movement of goods, because the member states are part of one customs territory. However, if we want to sell our goods outside the EU, we must declare them to appropriate customs procedure. The export procedure allows to sell EU goods outside the customs territory of the European Union.

Documents, which should be provided to carry out customs clearance (or reloading under export procedure):

  • CMR/SMGS/CIM waybill,
  • clearance printouts (MRN) – in case of reloading under export procedure,
  • commercial invoice or pro-forma invoice,
  • packing list,
  • certificate of origin,
  • if necessary – additional certificates or statements.

The clearance scheme for all goods is the same, however, due to their specification, origin and porpose – additional documents may be required. When importing goods from third countries to the EU, we can expect controls at the border, for exampe in the case of cereals for food purposes – SANEPID inspections, and cereals for animal feed purposes – veterinary control. TSL Silesia Customs Agents are in constant contact with border services and, after granting appropriate power of attorney, the can represent customer’s interests during clearance and border controls.
