Import clearance of coal from third countries

Due to the difficult situation on the energy resources market, many entrepreneurs are interested in coal import from Kazakhstan, Uzbekistan and other third countries. Due to the location of these countries in the vicinity of Russia and the ban on the import of Russian coal, the Customs Offices carefully verify the origin of the raw material. In order for importers to be able to prepare for the clearance of coal from the east, we present a list of documents required for clearance, suggested by customs authorities.

  1. Mine registration act / license (possibly other document confirming the existence of a coal mine).
  2. Contracts concluded at every stage of the transaction.
  3. Purchase / sales invoices issued at every stage of the transaction.
  4. Proofs of payment from the transaction with the contractor from the country of origin of the coal.
  5. Certificate of origin issued in the country of origin.
  6. Producer (mine) quality certificates.
  7. Road / rail waybills issued in the country of origin for transport to the EU, containing a packing list / list of wagons indicating the entity collecting cargo throughout the transport cycle.
  8. Transhipment lists issued by the authorities in the country of transhipment certifying the transhipment from the trucks / wagons of the country of origin. Transhipments should be made under the supervision of the customs authorities or with their consent.
  9. Customs documents for export from the country of origin.

It should be emphasized that this is an open catalog, and any document enabling the identification of the country of origin of the imported coal should be accepted as evidence. When verifying the above documents, it is important to trace the entire route of transport of the cargo, the identity of the cargo, the date of start/end of transport and the date of reloading of the coal. Documents should be analyzed in detail to determine whether the goods could be stored during transport.
